It was really surprising that mike had revealed a fact that had shocked the whole family of Hecks. With the leap day to be close approaching and hence an important event is to be celebrated: birthday of Sue. She herself asked Frankie to organize a surprise party. Though he was trying to keep to himself, it was Frankie that was trying to pull out those emotions from inside.

Though it was no fault of Frankie as he was busy with the cat and its mystery to be plotted out, he had managed to gather the kids early 4 at the morning and organize the party which actually a surprise for Sue.
